Open Call for Researcher: Housing and Shelter

We are pleased to announce an open call for a qualified researcher to contribute to policymaking on key issues related to social and economic matters in Kosovo. This initiative aims to gather detailed perspectives on the topic of housing and shelter in Kosovo.

Area of focus: Housing and Shelter

Assessment of the current housing situation in Kosovo.

Policy recommendations to address housing affordability and quality.

Exploration of sustainable urban development practices.

Selection criteria:

We are seeking an individual with experience in social and economic issues in Kosovo. The ideal candidate should have:

Demonstrated expertise in writing.

Academic qualifications in economics, social sciences, public policy, or related fields.

Proven experience in policy analysis and research.

Understanding of Kosovo’s socio-economic landscape.

Application submission:

Interested individuals should submit the documents listed below by 9 February 2024:

A proposal describing the purpose and methodology of the policy document (no more than two pages).

A brief résumé highlighting relevant qualifications and experience.

A writing sample demonstrating analytical and research skills.

These documents should be sent to info@musineinstitute.org with the subject line “Open Call: Housing and Shelter.” Late submissions will not be considered.

Selection process:

Proposal Evaluation (80%):

Submitted proposals will undergo a thorough review by a committee composed of at least three experienced members of the IPS Musine Kokalari staff. The evaluation criteria will include clarity of the scope and proposed methodology (20 points), relevance to the project (20 points), innovation, and the candidate’s knowledge of the specific community context (20 points). Emphasis will be placed on the candidate’s ability to address the challenges described in the community needs and to offer possible solutions (20 points).

Financial Offer (20%):

The financial component of the submission will be evaluated for its alignment with the proposed scope of work and overall budgetary considerations (20 points).

Final selection:

After the individual evaluation of proposals and financial offers, the committee will collectively compare and rank the candidates based on their cumulative scores. The candidate with the highest combined score, considering both the proposal evaluation and the financial offer, will be selected. In the event of a tie, additional consideration will be given to the candidate’s background and experience.

Notification and awarding of the contract:

The successful candidate will be notified on 16 February 2024.

Rules:

The submitted work must adhere to academic integrity and ethical standards. Plagiarism will result in disqualification. The selected candidate will grant permission for their work to be published and shared with the public. The decision of the selection committee is final. The deadline for submitting the work is 26 May 2024.
