IPS Musine Kokalari announces a Call for Proposal for a research/consulting company to implement the project “Who Cares?”

1. Organization
The “Musine Kokalari” Institute is an independent institute that promotes social and democratic values, engaging in progressive policies in the Republic of Kosovo. We focus on conceptualizing and promoting a more just and equal society, which, by concentrating on the future, overcomes differences, reduces gaps, and establishes shared public values based on citizenship, values that are shared by all and embraced collectively. We organize roundtables, political academies, conferences; we also write policy positions and conduct translations, research, and publications. The goal of these activities is to strengthen internal capacities to write, implement, and promote social and democratic policies. Furthermore, we work to enhance social and civic capacities and skills for trade unions, associations, and other civic organizations, to amplify their voice and elaborate their interests.
2. Project and Objective
The burden of caring for children, their well-being and education, care for elderly people, those with chronic illnesses, as well as household care in our society, are considered private matters. The public infrastructure for these essential services is either non-existent or has limited capacity, while also being poorly managed.
Due to a patriarchal and traditional society, as well as labor market conditions, unpaid work is considered to be women’s work. This means that women bear the long-term consequences of unpaid labor. From a broader social perspective, these obligations combined with their gendered division only maintain customary roles of men and women, a conservative society, and deep inequalities. The time spent doing care work is neither financially reimbursed nor compensated as a societal contribution through benefits. It is hard work that goes unnoticed, taken for granted, unregistered, and legally unrecognized.
Therefore, it is absolutely necessary to conduct a comprehensive study of this type of work in Kosovar society, not only in the form of statistics but also by examining citizens’ perceptions of unpaid work. Such research will enable us to have a thorough overview of the situation and will pave the way for interventions in social policies in Kosovo.
3. Requested Services
According to the contract, the company must carry out the following activities related to the survey and the organization of focus groups:
Conducting the survey:
In cooperation with IPS Musine Kokalari, prepare the questionnaire based on the international criteria established by the International Labour Organization (ILO);
Define the methodology and the survey sample. The sample must be nationally representative for the age group 16 and older;
Train the interviewers on the methodology, the sample, and the questionnaire;
Test the questionnaire in advance to determine whether it is understandable for the respondents.
To monitor the quality of the survey in the field;
To analyze the data and prepare a descriptive report of the results.
Organization of focus groups:
To prepare the discussion guide for the focus groups;
To define the recruitment criteria and recruit participants for 6 focus groups (4 focus groups with the Albanian community, 2 focus groups with non-majority communities);
To organize and moderate the focus groups;
To secure suitable venues for the focus groups;
To transcribe the focus group discussions;
To analyze the findings from the focus groups and include them in the overall report.

4. Selection Criteria
The selected company must:
Be registered with the competent authorities of the Republic of Kosovo, possess a registration number and tax identification number, issue proper invoices, and accept payments only via bank transfer;
Not be under investigation for financial abuse issues;
To be able to demonstrate experience and qualifications for the requested service;
To have at least five years of work experience and to have conducted similar research within the last three years;
To possess adequate technology for conducting the survey using the CAPI method.
5. Selection Process
The company that meets all the above criteria and offers the most favorable conditions for contract implementation will be selected as follows:
Technical proposal (methodology and work plan) – 50%
Proposed team – 30%
Relevant experience – 20%
