The “Musine Kokalari” Institute for Social Policy considers that the 2021 budget has included people with special needs only in terms of social assistance, but not other services that would make their lives easier.<\/p>\n\n
The 2021 budget has provided an additional 17,650,000 euros for pensions for people with special needs, but zero financial means to address other problems for their well-being. From what we have seen in the 2021 budget, it appears that no financial means have been provided at all for the regulation of infrastructure for people with special needs, except for 15,535 euros carried over from 2020. At the same time, no funding has been provided for the construction of residential centers for the elderly and people with special needs.<\/p>\n\n
Today, on December 3, which marks the International Day of Persons with Disabilities, the Assembly of Kosovo only found that the Republic of Kosovo has done very little to create appropriate institutional, infrastructural and social mechanisms to fully respond to the needs of persons with disabilities. Improving the situation in this regard is necessary. Because human rights are universal. Persons with disabilities are equal like all members of society. Consequently, they must have equal access to health, education, employment services and to actively participate in the community so as not to be left behind.<\/p>\n\n
The “Musine Kokalari” Institute for Social Policy believes that in order to respect, appreciate and help people with special needs, more than just words, concrete financial proposals are needed.<\/p>\n\n
