The current situation in Kosovo reveals a significant gap in the recognition of this form of work, which has a notable impact on family structures, the labor market, and the broader economic landscape.<\/p>\n\n<p><strong>The Imperative of Policy Reform:<\/strong> A critical aspect highlighted in Bacaj\u2019s findings is the urgent need for policy reforms in Kosovo. The analysis of existing policies on family leave, Early Childhood Education and Care (ECEC), and other care benefits underscores the necessity to reduce and redistribute care as unpaid work for a more equitable society.<\/p>\n\n<p><strong>Advances and Challenges within the ILO\u2019s \u201c5Rs\u201d Framework:<\/strong> Examining Kosovo\u2019s policies through the International Labour Organization\u2019s \u201c5Rs\u201d framework, Bacaj identifies both progress and challenges. While parental leave policies show advancement on the mothers\u2019 side, gender inequalities in paternity leave reveal a crucial area for reform to achieve a more balanced distribution of care responsibilities. The emergence of Early Childhood Education and Care (ECEC) services and child benefits represents positive steps, albeit with challenges related to inclusion and access, especially for families facing economic disadvantage and those in rural areas.<\/p>\n\n<p><strong>Market-Based Care Solutions and Policy Interventions:<\/strong> Bacaj\u2019s research delves into market-based care solutions and policy interventions, shedding light on potential barriers and trade-offs, particularly concerning the commodification of care. Theoretical frameworks such as Accountability and Responsiveness Theory and the Capability Approach are used to analyze the complex dynamics among stakeholders and to assess the implications of commodification, including the accountability and responsiveness issues related to extended paternity leave.<\/p>\n\n<p><strong>The Importance of a Comprehensive Care Regime:<\/strong> The paper emphasizes the synergy between families, markets, and the state in policymaking\u2014a concept referred to as a care regime. It highlights the need for a comprehensive policy approach to ensure that care remains a fundamental, accessible, and beneficial right for all, transcending economic strata.<\/p>\n\n<p><strong>A Call for Informed and Collective Policy Dialogue:<\/strong> Reviewing Kosovo\u2019s situation through the mentioned frameworks highlights the necessity for an informed and collective policy dialogue.
