The discussion was attended by members of the Municipal Assembly, municipal officials, representatives of organisations, and other actors engaged in the field of social policies and social services.

The limited number of staff and the lack of a dedicated budget for the Centre for Social Work were identified as obstacles to planning and delivering services. The need for staff with appropriate language skills was also emphasised to ensure better communication and access to services for different communities. In this context, the need for a dedicated grant for social services was also mentioned, which would enable municipalities to ensure more sustainable planning and support.

One of the most pressing needs identified was the establishment of a day-care service for children with disabilities, which would support their development and socialisation while also easing the caregiving burden on their families. The lack of licensed foster families in the vicinity was also discussed, as it makes it more difficult to provide this service to children without parental care.

Regarding older people, the discussion highlighted the need for support that goes beyond financial assistance, particularly for those living alone. Alongside existing residential services, the possibility of establishing a day centre or day service was proposed to provide care, companionship, and shared activities.

The lack of public kindergartens was identified as another challenge, directly affecting women’s employment opportunities and the support available to families with young children. As part of the discussion on citizens’ well-being and safety, concerns were also raised about insufficient lighting in public spaces and the presence of stray dogs, which affect daily life, including children’s safety.

Particular attention was given to cooperation between institutions and organisations. The need for better coordination in case management, more sustainable functioning of multidisciplinary mechanisms, and mapping the organisations and services operating in Graçanica was emphasised. The challenges arising from the parallel operation of certain services were also discussed, particularly in relation to equal access for different communities and the planning of social support.

The discussion highlighted the need for a more coordinated and inclusive approach to social policies at the municipal level. Strengthening the capacity of the Centre for Social Work, developing community-based services, and improving institutional cooperation were identified as important directions for translating needs identified on the ground into concrete municipal planning and budgeting priorities.

This activity is supported by Kosovar Civil Society Foundation (KCSF) program ‘EJA Kosovo’,
co- financed by the Swiss Agency for Development and Cooperation (SDC) and Sweden

The limited capacity of the Centre for Social Work, the lack of day services for children with disabilities, the need for support for older people, and the lack of public kindergartens were among the main challenges discussed at the roundtable on social policies and social services in the Municipality of Graçanica.
