These were some of the main topics discussed during a meeting organized by the Musine Kokalari Institute for Social Policy with members of the Gračanica Municipal Assembly as part of activities promoting dialogue and social cohesion.

The meeting focused on the situation of non-majority communities in the municipality, with particular attention to the Roma community, as well as challenges related to education, employment, social integration, and institutional representation. Assembly members noted that while institutional mechanisms exist to address community-related issues, greater commitment is needed to ensure more effective participation in decision-making processes and improved access to public services.

Education was identified as one of the most pressing challenges. According to participants, low levels of educational attainment, early school dropout rates, limited knowledge of other communities’ languages, and restricted opportunities for vocational training continue to hinder both economic and social integration. Participants also emphasized the need for increased investment in early childhood education and stronger support for young people pursuing further education.

Participants also discussed the socio-economic challenges faced by non-majority communities, including access to the labor market, support for economic development, and the need for more effective policies at the local level. It was noted that investments in education, infrastructure, and intercultural activities could play a significant role in strengthening social cohesion and improving citizens’ quality of life.

Part of the discussion was dedicated to the Local Action Plan for Roma, Ashkali, and Egyptian communities. Assembly members highlighted the importance of operationalizing the plan and establishing mechanisms that would enable the more effective implementation of its measures and recommendations.

One of the proposals that generated the most discussion was the establishment of a multiethnic educational institution in Gračanica, starting from early childhood education. According to participants, such an initiative could contribute to bringing communities closer together, overcoming language barriers, and fostering early interaction among children from different communities. However, it was emphasized that the realization of this idea would require broader institutional and societal support.

The meeting highlighted the need for greater investment in education, integration, and social inclusion as essential prerequisites for the long-term development of communities and the strengthening of social cohesion in the Municipality of Gračanica.

This activity was implemented within the framework of the project “Fostering Political Dialogue on Interethnic and Social Cohesion”, with the support of the National Endowment for Democracy (NED).

Education, employment, and the social integration of non-majority communities remain among the key challenges in Gračanica, a municipality with a Serbian-majority population.
