Who Cares? – Care Work as Unpaid Labor in Kosovo

In the Republic of Kosovo, women spend an average of 6.2 hours and men 3.5 hours per day on unpaid care work. This is one of the key findings of the research report “Who Cares – Care Work as Unpaid Labor in Kosovo”, conducted by the Musine Kokalari Institute for Social Policies.

The findings show that while an individual in Kosovo spends an average of 4.9 hours per day on unpaid care work (either directly or indirectly), women spend 2.7 hours—or 44%—more than men. Specifically, women spend 4.73 hours on housework, 1.97 hours on childcare, and 1.15 hours on elder care. In contrast, men spend 2.97 hours on housework, 0.95 hours on childcare, and 0.42 hours on elder care.

Regarding paid work, women and men spend a similar amount of time: women 5.6 hours and men 5.7 hours on average. According to the most recent estimates, out of a total of 520,495 women (aged 18–65) and 518,820 men (aged 18–65) living in Kosovo, the total value of unpaid care work is €2,824,248,757—of which €1,792,626,900 (63.47%) is contributed by women and €1,031,657,675 (36.52%) by men. This value represents 33% of Kosovo’s GDP—22% from women and 11% from men.

The publication of the report “Who Cares – Care Work as Unpaid Labor in Kosovo” presents both quantitative and qualitative results on unpaid care work at the national level. Through a time-use survey, statistical data were collected on how much time Kosovars spend on childcare, elder care, and housework. Additionally, six focus groups were conducted to explore public perceptions regarding this type of work.

The presentation of the report’s findings was held today in Pristina by Ms. Marigonë Drevinja, Program Director at the Musine Kokalari Institute for Social Policies, as part of the roundtable discussion “Who Cares – Care Work as Unpaid Labor in Kosovo.” During the event, Ms. Ardiana Gashi, professor at the Faculty of Economics, University of Pristina, presented on unpaid care work, European practices, and potential models of public policy for Kosovo.

The report “Who Cares – Care Work as Unpaid Labor in Kosovo” was developed within the framework of the Human Rights project HumanRightivism and was supported by the Embassy of Sweden in Pristina through the Community Development Fund – CDF and the Swedish International Development Cooperation Agency – SIDA.
